After clashing with guerrillas on the outskirts of Kampala, Ugandan troops poured into the streets of the capital, robbing and harassing civilians who fled by the hundreds, witnesses said. There were unconfirmed reports that several civilians were slain. Uganda’s military ruler, Gen. Tito Okello, offered to meet with guerrilla leaders of the National Resistance Army in what he called “a last minute attempt to avert bloodshed and war.”
