A Senate subcommittee proposed sweeping changes in the way the government keeps the nation’s secrets safe from foreign spies, saying current methods allow too many people access to classified material. The report by the Senate Permanent Investigations subcommittee proposed that the Administration cut by half the number of people with high security clearances within two years and require periodic investigations of those allowed to handle secrets.
