A civilian purchasing official at the navy’s Subic Bay base in the Philippines admitted accepting $30,000 in kickbacks for awarding contracts to a California company. Bobby J. W. Lucas, 58, of Honolulu, who is director of the acquisition division at the Public Works Center at Subic Bay, pleaded guilty in U.S. District Court in San Francisco to accepting bribes and conspiring to defraud the government. Eight other charges against him were dismissed. Lucas admitted accepting payment for giving favored treatment to Diversified Products International, a firm operated by Danny Phay, 41, of San Carlos, against whom charges are pending. Lucas, who faces up to 20 years imprisonment, will be sentenced Feb. 27.
