Gary S. Day, California representative for the State Bank of New South Wales, Australia, has been elected chairman of the International Bankers Assn. in California, a group representing foreign banks doing business in the state. J. Graham Holmes, agent and senior representative for the Royal Bank of Scotland PLC, was elected vice chairman. The organization is headquartered in Los Angeles.
