With reference to your headline story (Jan. 15), “Soviets Propose Ban on A-Arms”: To borrow a famous slogan, “If A-bombs are outlawed, only terrorists will have A-bombs.” I’d rather see nuclear weapons in the hands of the Russians than in those of a fanatic terrorist group, who could hold the whole world hostage. You don’t think that they’d all be destroyed, do you?
