Hawthorne : Measure to Limit Speeches

A measure limiting citizen orators from making speeches longer than five minutes was introduced without comment this week by the City Council. Recent meetings have been prolonged by lengthy dissertations despite repeated urgings from council members for speakers to keep it short. A second vote on the measure is scheduled for Feb. 11.
