Internal Revenue Service officials said state Sen. Daniel Boatwright (D-Concord) and his former wife have displayed “negligence or intentional disregard” of tax regulations and owe $112,798 in back taxes and penalties. The IRS said the Boatwrights’ joint return did not declare $222,000 income in 1976 from two investment shares in the Countrywood Shopping Center in Walnut Creek. Boatwright was an assemblyman at the time. Boatwright, filing a suit in U.S. Tax Court, claims the IRS incorrectly figured the taxable income and the dispute is “an honest difference of opinion” over whether the shares represent actual income. IRS spokeswoman Connie Hough said a hearing is expected in tax court in San Francisco sometime this year.
