Fog and freezing rain created treacherous traveling conditions from the Dakotas to the Atlantic Coast, icing roads, closing schools and delaying flights. Heavy rain flooded streets and pushed streams out of their banks in drought-parched Texas. Icy roads forced officials in 84 school districts in 23 southern Michigan counties to cancel classes. The Minnesota highway department said many state highways were covered with ice more than a quarter-inch thick.
