President Fidel Castro of Cuba said his country would boycott the 1988 Summer Olympics in Seoul if Olympic officials reject his recommendation that the two Koreas co-host the Games.

Cuba, a world power in boxing and other sports, boycotted the 1984 Games in Los Angeles after the Soviet Union decided not to attend.

Castro said that limiting the 1988 competition to South Korea aggravates what he described as the artificial division of the two Koreas.

He also bitterly attacked Reagan Administration policies worldwide, accusing the United States of perpetuating conflicts in Central America, Africa and Afghanistan. He also blamed the United States for the continuing tensions in Soviet-American relations.

Castro invited the United States to discuss its differences with Cuba but said any such negotiation must be serious, balanced, reciprocal and based on mutual respect.

Castro made the comments while addressing a Communist Party Congress.
