The Region : Tipster Declines Reward

An anonymous tipster whose information led to the arrest of a suspect in the slaying of a San Diego sailor’s wife and daughter declined the $5,000 reward posted by the Navy man. Petty Officer 1st Class Rolando Silva had given his life savings to the San Diego chapter of Crime Stoppers International in the hope it would help solve the killings of his wife, Nelia, 33, and 2-year-old daughter, Katherine. He found them beaten to death when he arrived at his Otay Mesa home on Dec. 18. After the nonprofit Crime Stoppers organization televised a dramatization of the case, a viewer’s tip resulted in the arrest of Richard Gonzales Samayo, 33, a neighbor, on two counts of murder and one of burglary.
