The American Bar Assn. voted today to oppose creation of a new federal court to ease the Supreme Court’s workload, rejecting Justice William H. Rehnquist’s argument that the nation needs more decision-makers.

The proposed “intercircuit panel” has received the spirited backing of Chief Justice Warren E. Burger and several of the eight associate justices, who maintain the Supreme Court is being overwhelmed by the thousands of appeals lodged with it each year.
