A conservative think tank with close Administration ties accused State Department bureaucrats of undermining President Reagan’s foreign policy. The Heritage Foundation report bore the title, “Rhetoric vs. Reality: How the State Department Betrays the Reagan Vision.” The conservative foundation has close ties to senior Administration officials. The report did not criticize Secretary of State George P. Shultz but said that his--and Reagan’s--policies have run into obstacles at the State Department.
