The staff of the Nuclear Regulatory Commission proposed a $50,000 fine against Pacific Gas & Electric Co. for an alleged violation of regulations at Unit 2 of the Diablo Canyon Nuclear Power Plant near San Luis Obispo. PG&E; was told: “The alleged violation involves a wiring error which disabled one of two channels of the automatic actuation logic for one of Unit 2’s four main steam isolation valves. The plant’s technical specifications require that both channels of the actuation logic for all four valves be operable. . . . With any one channel out of service, the plant should have been brought to hot standby within six hours and hot shutdown within the following six hours.” The NRC said Unit 2 was operating contrary to those requirements from July 25 to Aug. 31 and again from Oct. 7 to Nov. 27.
