Malcolm S. Stopps was promoted to president of Cardkey Systems, a Chatsworth division of Chantilly, Va.-based Fairchild Industries. Stopps had been vice president and managing director for Cardkey, which makes electronic security systems.

Cardkey’s former president, John J. Theiss, left the company several months ago to join Quadratron, an Encino-based software firm.
