The Environmental Protection Agency said it had sent Congress a bill to extend the stalled Superfund toxic waste dump cleanup program for another year. The proposal followed the lines of proposals EPA officials already have discussed with committees in the House and Senate. The House and Senate have been unable to agree on how to finance a five-year renewal of the Superfund program, and, since last Oct. 1, the program has been running on leftover funds. The EPA bill would provide $861 million, the amount agreed on by Congress for the current fiscal year, to be spent in the 12 months starting April 1.
