Two dozen square blocks in Central Los Angeles were blacked out by a power failure. The Department of Water and Power said about 1,000 customers were affected in the commercial-industrial district from 11th Street to Washington Boulevard, between Margo and Figueroa Streets. Santa Monica also had a blackout in a four-block area affecting about 1,000 customers. There was no word on when power would be restored in both outages whose causes were under investigation.
