The House refused to authorize spending nearly $900 million in the next two years to provide medical care for an estimated 5.7 million people, including migrant farm workers, who lack health insurance and cannot afford to see a doctor. Rip Forbes, an aide to Rep. Henry A. Waxman (D-Los Angeles), floor manager for the bill, said Waxman would promptly seek another House vote under more favorable parliamentary rules requiring only a simple majority for passage.
