Ducommun Inc., Los Angeles, named Frederick N. Bailard senior vice president-corporate affairs, general counsel and secretary and H. Richard Byrne senior vice president and chief financial officer. The two men will report directly to Ducommun’s new president and chief operating officer, Donald W. Bell, who assumed the posts last week.
