Fluor’s work on the treatment facility is scheduled to begin in mid-1986 and to be completed in March 1988. Peak manpower on the project, including subcontractors, will reach about 250. The plant will be built on steel piles, currently under construction, in the coastal waterway wetlands of New Jersey.
