ORANGE COUNTY

The two-year-old Pennhill Co., an Orange-based home development firm previously operated by its board of directors, has named William E. Garwin as its first president. A company spokesman said Pennhill anticipates rapid growth--and 200 sales in the upcoming year--and decided it needs someone to handle its administration and the acquisition of properties on a daily basis. Garwin, a legal consultant specializing in real estate, has previously counseled other Orange County developers.
