A Terminal Island firm has been ordered to pay $25,000 in fines after pleading no contest to eight state health and safety violations stemming from a 1983 industrial accident that resulted in the hospitalization of 17 people. Hugo Neu-Proler Co. was also placed on two years’ probation and ordered to institute a comprehensive safety program, according to the city attorney’s office. In the accident, chlorine fumes leaked from ruptured cylinders, resulting in coughing and breathing problems among company employees.
