ORANGE COUNTY
Richard O. Frazee, a Laguna Niguel lawyer, and Margaret Redmond, a former elementary school teacher, have been named to the board of directors of Monarch Bank in Laguna Niguel, said Raymond B. Cox, chairman and co-founder. Frazee replaces co-founder Thomas H. Thornton, who died in January, and Redmond replaces her husband, W. Ronald Redmond, who resigned.
