Residents of Julian will be spared major water rate increases because of a bill signed by Gov. George Deukmejian, officials said Monday.
The measure by Assemblyman Bill Bradley (R-San Marcos) allows the Julian Community Services District to quadruple annual “standby charges” to owners of undeveloped parcels--from $10 to $40 an acre--to pay for upgrading of pipes and installing a new storage tank.
Betty Kendall, secretary to the district’s board, said Julian residents, who have had to pay bimonthly water bills as high as $137, would have had to pay for the needed improvements had the bill not been approved.
