The San Diego Police Department on Tuesday announced the retirement of Deputy Chief Ken O’Brien and the transfers and promotions of several officers, a spokesman said.

O’Brien, 51, will begin a new job as chief investigator for the State Bar on Monday, police spokesman Bill Robinson said.

Cmdr. Mike Rice, 48, has been appointed deputy chief of management services and Capt. Bob Thorburn, 46, will assume the post of commander in field operations, Robinson said.

Three deputy chiefs have been transferred to other departments, Robinson said. Deputy Chief Don Davis, 54, will head special operations; Deputy Chief Norm Stamper, 41, will be in charge of personnel services, and Deputy Chief Manuel Guaderrama, 46, will be deputy chief of field operations, Robinson said.

All promotions and transfers will become effective Monday, Robinson said.
