The House approved a five-year, $250-million aid package for Northern Ireland, fulfilling a pledge of U.S. support for the British-Irish accord signed in November. The aid bill was sent to the Senate, where approval is also expected. The agreement gives the Irish Republic a consultative role in Ulster’s affairs and calls for an international fund that would spur economic development.
