Van Carrying Handicapped Collides With Car; 16 Hurt

ARLINGTON, Va. —
A van carrying handicapped people struck a car Thursday, hurling it into a ravine where it burst into flames, trapping and burning the driver. Police said a total of 16 people were injured, 13 of them handicapped.
