A polar air mass sent temperatures toward the freezing mark here Friday and caused high winds along the Mexico’s east coast, forcing some ports on the Gulf of Mexico to close for a second day. The mercury fell to 37 degrees at the international airport here. Winds reached 62 m.p.h. at Veracruz early Friday, whipping up tons of sand from beaches and landfills in the Gulf Coast city.
