Construction Under Way on Retirement Community

Harper Construction Co. has begun building the $8.2-million Villas de Carlsbad retirement community on Laguna Drive west of Interstate 5 in Carlsbad. The project is being developed by Income Property Group Retirement Villages. Completion is scheduled for November.
