India replaced the governor of violence-torn Punjab state with a veteran politician and troubleshooter. Prime Minister Rajiv Gandhi, hoping to restore some measure of calm, named Sidarth Shankar Ray--a lawyer, former member of Parliament and chief minister of West Bengal state from 1972 to 1977--to try to defuse resurgent conflict between Sikhs and Hindus.
