N. Korea Spurns Bid by S. Korea for Talks

TOKYO —
North Korea on Tuesday turned down South Korea’s latest call to resume trade and Red Cross talks suspended because of U.S.-South Korean military exercises.
North Korean delegates to the talks telephoned their southern counterparts and told them there was no question of resuming discussion at this stage, the North Korean Central News Agency reported.
