The Immigration and Naturalization Service said it will cancel a $64.5-million contract with two computer giants but denied the action was prompted by complaints that the agency manipulated the bidding. The INS will cancel the contract shared by Electronic Data Systems of Dallas and the International Business Machines Corp. on Sept. 30 after spending only $14 million, spokesman Verne Jervis said.
