The Administration, already embroiled in a bitter dispute over affirmative action hiring rules, said that it supports a $20-billion federal program to aid companies owned by minority members and women. “The Administration position is that we agree with the set-aside program,” White House spokesman Larry Speakes told reporters. The program sets aside a part of federal contract money for businesses owned by minority members and women. The U.S. Commission on Civil Rights has called for suspension of the program.
