President Reagan’s reference to Libyan leader Moammar Kadafi as “this mad dog of the Middle East” was an insult to millions of Arabs and Muslims around the world, the president of an Arab-American organization said Thursday.

“Mr. Reagan is preparing American public opinion for a military action against Libya to satisfy his own psychological obsession against Kadafi,” M.T. Mehdi, president of the New York-based American Arab Relations Committee, said in a statement.
