David R. Brown, 26, of Newport Beach has been appointed vice president and controller at Eldorado Bank in its Laguna Hills administrative office. Brown, a certified public accountant formerly with Conejo Valley Bank in Thousand Oaks, replaces Roy Trachsel who resigned to take a similar position at Mitsubishi Bank.
