The Pacific Fishery Management Council adopted new quotas that would allow commercial trollers to fish for salmon off Oregon and Northern California for the first time in two years. The season was canceled last year because of an ocean warming trend that starved salmon stocks. The regulations will be forwarded to the U.S. Department of Commerce for final approval.
