Police Foil Man on Fire

BERNE, Switzerland —
A Romanian poured gasoline on his clothes and set himself afire Thursday in front of the hotel staging a conference reviewing the 1975 Helsinki Accords on security and cooperation in Europe, police said. Two passing policemen wrapped the unidentified man in a blanket and put out the flames.
