The Navy’s proposed home port program ran into trouble after the Senate Armed Services Committee staff estimated its annual operating costs would be nearly $2 billion more than the Navy has predicted. The Navy wants to deploy its fleet in more than a dozen ports around the country to make it harder for an enemy to attack in a Pearl Harbor-type strike. The Navy will be called back for more questioning about costs.
