An ebullient Secretary of State George P. Shultz said today that the allies’ statement on terrorism was a message to Libyan leader Moammar Kadafi that “ ‘You’ve had it, pal. You’re isolated. You’ve had it as a terrorist.’ ”

Shultz, reacting to reporters’ questions about the absence of economic sanctions in the six-part prescription for fighting terrorism, shouted happily: “I think it’s a terrific statement. I can’t tell you how pleased I am,” especially “after all this talk and turmoil” preceding the Tokyo economic summit about a possible allied rift.

Despite the inability of the United States to get a call for economic sanctions against Libya, Shultz predicted, “You’re going to see the increasing isolation of Libya economically” as well as politically and diplomatically.

“This has been a long and very good day for democracy, freedom and the fight against terrorism,” Shultz said.
