Tax crusader Howard Jarvis’ initiative proposal to make it more difficult to boost local taxes qualified for the Nov. 4 ballot. Secretary of State March Fong Eu said random samples in 57 counties indicated that 488,118 valid signatures had been submitted, more than 50,000 above the total needed. The proposal would require a two-thirds vote by a local government body plus majority approval by voters to impose local general taxes. A two-thirds vote by the voters would be necessary before special taxes could be imposed. Paul Gann, who co-authored the tax-cutting Proposition 13 with Jarvis in 1978, earlier this week qualified another initiative for the November ballot that would limit salaries of state officials, legislators and other officeholders.
