Governor Will attend the annual convention of the Junior Chambers of Commerce of California at Universal City today.

Assembly Floor Action: Tenants: Reversed itself and passed on a 41-34 vote a bill (AB 3180) by Assembly Majority Leader Mike Roos (D-Los Angeles) to allow renters to sue for damages regarding alleged erroneous information contained in tenant-screening agency reports used by landlords. It went to the Senate.

Campaign Contributions: Passed and sent to the Senate on a 54-18 vote a bill (AB 4154) by Assemblyman Tom Hayden (D-Santa Monica) to require candidates to list the primary business activity or field of specialization of campaign contributors on reports filed with the state.

Soviet Student Exchange: Passed and sent to the Senate on a 47-22 vote a bill (AB 3283) by Assemblyman John Vasconcellos (D-Santa Clara) to require the California Postsecondary Education Commission to study the feasibility of initiating a student exchange program with the Soviet Union. The governor previously vetoed a similar bill.

Committee Action: Drunk Drivers: The Assembly Transportation Committee approved a bill (AB 3939) by Assemblyman Sam Farr (D-Carmel) to allow the courts to require convicted second-offense drunk drivers to install ignition devices that prevent them from starting their cars after consuming in excess of two drinks. A 12-0 vote sent it to the Ways and Means Committee.

Athletic Recruitment: The Assembly Ways and Means Committee approved a bill (AB 2753) by Assembly Speaker Willie Brown (D-San Francisco) to make it a crime for alumni or boosters to improperly recruit high school athletes to go to college. A 15-4 vote sent the bill to the Assembly floor.

Senate Floor Action: Pesticides: Passed and sent to the Assembly on a 34-0 vote a bill (SB 1889) by Sen. Gary K. Hart (D-Santa Barbara) to require the director of the state Department of Food and Agriculture to release quarterly reports on pesticide monitoring to the public.

Committee Action: Property Taxes: The Senate Constitutional Amendments Committee approved a proposed ballot measure (ACA 2) by Assemblyman Tom M. Hannigan (D-Fairfield) that would decree that the assessed value of real property for tax purposes does not change when the property is transferred between spouses or between parents and children. A 3-0 vote sent it to the Appropriations Committee.
