Connecticut Gov. William A. O’Neill emerged as the winner of Waterbury’s 49 contested Democratic delegates, blocking a challenger’s bid to force a statewide primary election for the gubernatorial nomination. A recount of the Waterbury primary ballots found O’Neill was the victor by 43 votes--it was 6,063 for the governor and 6,020 for his opponent, Toby Moffett, a former congressman. Primaries were held Tuesday in 27 cities and towns, and Moffett had hoped to pick up enough delegates to attain the 270 needed to force the nomination battle to a statewide primary Sept. 9.
