Assembly Floor Action: Smoking: Approved and sent to the Senate on a 52-16 vote a bill (AB 4085) by Assemblyman William J. Filante (R-Greenbrae) to repeal a state law that grants authority to local school boards to establish campus smoking areas for high school students.

Bills Introduced: National Guard: AB 4421 and ACA 52 by Assemblyman Art Agnos (D-San Francisco) would prohibit the governor from sending California National Guard troops to duty in a foreign country where there had been recent combat without permission of the Legislature. The measures were sparked by Gov. George Deukmejian’s recent decision, at the request of the federal government, to send National Guard personnel to Honduras.

Senate AIDS: Approved and sent to the Assembly on a 23-2 vote a bill (SB 2447) by Sen. John Doolittle (R-Citrus Heights) that would require felony sex criminals, who know that they have AIDS, to receive an additional three-year prison sentence for such offenses as rape.

Committee Action: Toxics: The Senate Constitutional Amendments Committee approved a proposed ballot measure (SCA 31) by Sen. Art Torres (D-South Pasadena) to set up a “toxic bill of rights” and establish new state standards to protect drinking water and food supplies from possible contamination. A 3-1 vote sent the measure to the Appropriations Committee.
