FBI Director William H. Webster told graduates of New York’s John Jay College of Criminal Justice that law enforcers should root out colleagues who are corrupt and bring them to justice. Webster, departing from his prepared text, said that law enforcers are as responsible for their colleagues’ deeds as they are for their own. “You must, indeed, be your brother’s keeper,” he said, and urged the graduates to shun dishonest or unscrupulous peers: “If they break the law, root them out and bring them to justice.”
