President Reagan announced his intention to nominate Michael R. Darby, an economics professor at UCLA, to be assistant secretary of the treasury. If confirmed by the Senate, Darby, 40, would succeed Manuel H. Johnson Jr. Darby, a native of Dallas, is a graduate of Dartmouth College.
