Reagan to Nominate Navy Personnel Official

WASHINGTON — President Reagan will nominate James E. Colvard to be deputy director of the Office of Personnel Management, the White House announced Tuesday. Colvard serves as director of civilian personnel policy for the Navy.
He will succeed Loretta Cornelius, who was fired by the White House last February after she ignored an Administration request to resign. Cornelius’ Senate testimony helped scuttle the reconfirmation of former OPM director Donald J. Devine.
