Donald I. Hovde, a member of the Federal Home Loan Bank Board since June, 1983, will resign at the end of August, the board said.

The resignation follows the previously announced resignation of FHLBB member Mary Grigsby at the end of this month.

Hovde said he felt it was time to leave government service and return to the public sector. Over the last year, Hovde headed a FHLBB task force that produced proposals for a special thrift loan liquidation corporation and plans for recapitalizing the Federal Savings and Loan Insurance Corp. The proposals are currently before Congress.
