President Reagan plans to keep Mark S. Fowler as chairman of the Federal Communications Commission after Fowler’s present term expires on June 30, the White House announced today.

Fowler, a 44-year-old Canadian-born communications expert, has been FCC chairman since 1981. Under a law awaiting Reagan’s signature, Fowler’s term would expire June 30, 1990. Reagan also plans to redesignate Patricia A. Goldman for a two-year term as vice chairman of the National Transportation Safety Board, the White House said.
