John D. Lara of Irvine has been named to the newly created position of vice president for finance at ICN Biomedicals Inc., a wholly owned subsidiary of ICN Pharmaceuticals Inc. in Costa Mesa. Lara had been director of international operations, administration and planning for Smith International Inc. in Irvine. Before that, he had been director of financial planning and analysis of Fluor Corp. in Irvine.
