About 9,000 anti-nuclear demonstrators from France, Luxembourg and West Germany marched peacefully on both sides of the French-Luxembourg border to protest the planned starting up of a new French nuclear plant in Cattenom, five miles from the frontier. The first of four 1,300-megawatt units at the $3.5-billion facility is scheduled to be fueled in July and go into service in September. French authorities closed all but three crossing points to help control the crowd, and 1,100 officers barred access to the plant.
