Four members of the Nuclear Regulatory Commission said that the nation would be better served by a single administrator, rather than a five-member commission, to oversee atomic plant safety. Commissioner Fred Bernthal told members of a Senate panel he felt this change was necessary because open meetings of the NRC, required by the Sunshine Act, have led to “decision-making by exhaustion” and “leads to fragmented and--believe me--flawed decisions.”
